EPCs were introduced through European legislation and more specifically the Energy Performance of Buildings Directive [EPBD]. The EPC gives an illustration of how energy efficient a dwelling / building is when adopting a standard calculation procedure. The certificate also includes information on how the energy performance of the dwelling can be enhanced.
An EPC is required under the following circumstances:-
- When a property is constructed
- When a property is sold
- When a property is rented out to a new tenant
For dwellings there are essentially two different types of EPC, one for new build and one for existing properties. Existing houses are assessed using a simplified methodology whereas new build are assessed using the more detailed assessment used for warrant applications i.e. a full SAP calculation.
BDME holds the qualification to provide EPCs for domestic new build. The Scottish Government works with "Approved Organisations" who provide membership schemes of individuals who are authorised to provide EPCs. To be able to produce and EPC the member must be an accredited energy assessor and also be part of a membership scheme authorised to produce EPCs.
For new build work EPCs must be produced at completion and submitted to Building Control as part of the habitation process.
